Well, you will need your parents permission for sure to use it, and everything will have to be put under your parents name. Yes, safe, but harsh. I actually quit because I didn't like the hoops they make you jump through to make, and cash out your money that you made. Also, expect to not make many sales until around the 2nd to 3rd year of selling things. I don't really recommend it. But it is free.
