12/3 divided by 2/3

= 6

4 divided by 2/3 = 4/1  /  2/3

multiple the top and bottom by 3 to clear the '3' on the denominator

4*3 / 2

divide the top and bottom by 2 to clear the '2' in the denominator

4*3/2  = 12/2  

This can be reduced to 1/6

Main concept here is that if you can do anything to the top and bottom of a fraction if that action is the same operation and number. This method helps you solve just about anything.
