Why aren't comments worth anything?

Why aren't comments worth any points?

I mean sometimes people put a LOT of time and effort into comments.

Why aren't they worth anything?

If ou don't understand me. What I'm trying to hint at is I want comments to be worth points. Even just a single point per comment would work.
