Perhaps maybe have a valve give only little bits of water at a time, or a counter telling you how much water that you might have used to have people see if they been saving water?
Lets say in week 1 you use 3 gallons and on week 2 you use only 2. That way the people can go "hey I saved water" by visualising what they have done!
