KT Overlay Menu Suggestion

Question

I have recently been looking at the most popular KT post and suddenly thought. I have to scroll a lot if I want to view the answers or if I want to answer. Could you put in an overlay menu for whilst scrolling in a post?

Here is one of my designs, mobile and PC:

The blue box contains the title of the post.

KT Menu button is on the left.

Up arrow is to go to the top of the post.

I do like the concept. Keep in mind that the website that powers kidztalk (question2answer.org/qa) uses a collapsible comments system. So once there are like 20 comments on a post, it shows you the most recent, so you don't have to scroll a bunch to see the answer section. Here's a screenshot of what I mean:
