As you can see, North America (excluding Central America), Europe, and Oceania (other than Papua New Guinea) have the highest HDI. Africa has the least HDI on average.

How in the 9 worlds is Minnesota the same level as Norway

at this point, Minnesota should have been a Scandinavian territory. I mean the culture is extremely close to Scandinavian, and there are 2 million Scandinavians. So I guess
