I think you had a typo and there should only be one 3. If that is the case, then you are just trying to find a pattern in the numbers. The key to solve this is to find something that all the numbers have in common. In this case, they are all divisible by 3. So, what number is less than 12 and greater than 9 that is also divisible by 3? That would be your answer.
