COPPA = Children's Online Privacy Protection

It applies to all online websites. You need to be over 13 years old to give out your e-mail or personal information online, or you must have your parents say it is okay for you to do it by contacting the company. There are some exceptions, like if you need a one-time support request where permissions is not needed.
