Its when you have something that effects your brain. Everyone who has Ceberal palsy has different symptoms. Some people can't talk,walk,or do anything by there self. Others may all of a sudden get paralysed for a bit. Ceberal Palsy doesn't effect learning or anying though. It is something that you are born with and you can't get rid of and it isn't contagious.
