Has anyone grown green onions from seeds?

Calling all farmers! I have a class project to grow some green onion seeds (Chives and Garlic Chives). I have no idea how to do it. Has anyone grown them? Do they need light, or dark to grow as a seed. What is the best growing temperature. I have them in a plastic bag for about 10 days now, but nothing is sprouting. sunflower sunflower sunflower sunflower sunflower
