Are Discord and Twitch safe for tweens?

I don't have twitch, but I have discord, so I'll give my two cents on it: It's safe as long as you ONLY join servers created by friends or people you trust. Public servers can get nasty real quick. You might find a couple good ones with strict moderation and fun people, but again, I really recommend you join servers that have been approved by people you trust first.

Sorry, can't help but..I have been wondering the same thing bc all my friends have discord and my dad doesn't let me get it.

No, it isn't. Discord is a really toxic space (from my experience). An example of this is when I met this friend named Lucy. She invited me to a Discord server and so I just joined turns out her friend "Max" was a hacker from the UK, he sent me a link so I clicked on it. Turns out he got my IP and proceeded to DDOS me until my Internet Connection was overloaded. At the time he was saying LGBTQ+ slurs and Racial slurs at the same time. There is also a lot of NSFW (n@ked pictures & videos) content on the platform so I wouldn't go on there.

I'm not sure because on twitch theres a live chat and people can donate and send a message that message could have swears but  more likely the chat(?)

Discord is a chatting place so you might encounter bad words I guess you could set up a disc with only your friends? -mhpg out!
