I once had a problem with my Lenovo Desktop where it struggled to power up. It wasn't to do with the display. At home we took out the little cell battery. All we had to do then was set the time on the BIOS and it started Windows 10.

Make sure the power is working as a starting point. If you plug something else into the same socket, like a lamp, does it work? Next, make sure the cables are connect properly. Plug and unplug the power cable to the wall and computer. Do you get any lights? Does the fan start/make noise? I need more info to help you further.
