I am 99% sure these reviews are from Common Sense Media. I once saw a review on there on the Cartoon Network website and this guy was talking about the Boomerang channel (Cartoon Network’s sister channel) and they rated the website 13+ and I think 2 stars because Boomerang showed an ad about a toilet game, and they were overreacting.
