Just outright tell them that you are uncomfortable. Don't be rude or mean or anything like that; but be clear and make sure they understand. If it persists, then maybe tell a parent or guardian.

Just be straight up with them if it persists. Don't be mean or anything, but do be clear and direct, and tell them it makes you uncomfortable.

Basically just creep them out. Stare at their hairline until they become uncomfortable and leave, for instance.
